Sailing Instructions

SSA IC Frostbiting Series

Severn Sailing Association, Annapolis, MD

Rules: The regatta will be governed by the 2004-2008 Racing Rules of Sailing, the IC Technical Regulations for the InterClub Dinghy Class, effective April 20, 1997, and the Sailing Instructions.

  1. Competitors shall wear life jackets at all times while on the water except for brief periods when adding or removing clothing. This changes RRS 27.1 and 40.
  2. A boat that may have broken a rule of RRS Part 2 may take a penalty by making a 360 degree turn. This changes rule RRS 44.1.
  3. Changes To Rule 42 (Propulsion) - During and immediately after tacking or gybing, a boat's crew may move their bodies to roll the boat, provided that the boat's mast does not move away from the vertical more than once. This replaces RRS 42.3(a).
  4. A bow and/or sail number is required, which do not have to match. However, a boat may not display a bow or sail number that is not her hull number if that number is used in the event by either the boat that owns that hull number, or another boat that registered before her. The bow number, if used, shall be placed within 1 foot of the bow stem, be at least 10 inches in height, and be of contrasting color to be hull.
  5. A boat shall not leave the basin(s) until the safety boat has left.
  6. Competitors shall wear wet or drysuits when the water temperature is below 50 degrees.

Schedule: Each Sunday from November through April as shown on the Annapolis IC Web site (http://www.severnsailing.org/fleets/IC/index.shtml). First warning signal is 1:00 pm. No races shall be started after 4:00pm.

Measurement: Boats, sails and equipment shall conform to the IC Technical Regulations for the InterClub Dinghy Class, effective April 20, 1997. Skipper and crew (in full sailing gear and with any necessary additional weights) shall weigh a minimum 315 pounds.

Notices to Competitors And Changes To The Sailing Instructions: All notices to competitors including any changes to these sailing instructions will be made via the Annapolis IC e-mail list (http://groups.yahoo.com/group/annapolis-interclub/) and/or posted on the Annapolis IC Web site (http://www.severnsailing.org/fleets/IC/index.shtml). Any changes to the Sunday sailing schedule (for example cancellation due to adverse weather conditions) or the sailing instructions will be posted by 10 am on the Sunday for which the change will take place.

Racing Area: The racing area will in the off the SSA waterfront in the Severn River or in Spa Creek.

Courses: The standard course will be a windward/leeward once around. The start/finish will be approximately in the middle of the course. Alternate courses may be used depending on conditions. Courses may be shortened by finishing downwind after rounding the windward mark. The course or changes to the course and will be signaled verbally by the Race Committee, no visual signals will be used. These change RRS 32.2 and 33.

Marks: Marks will be orange balls.

Start and Finish Line: The starting and finishing line will be between a staff with an orange flag on the Race Committee boat and a mark. Alternate finish lines may include a second mark on either side of the Race Committee boat to create a shorter finish line. This change will be signaled verbally.

Starting Signals: The starting signals will be made by horn, whistle or any other audible. A two minute sequence will be used as follows:

  • Warning Signal: Multiple short blasts, about 2 minutes and 5 seconds
  • Preparatory Signal: 2 long blasts, 2 minutes
  • 1 long and three short blasts.. 1 1/2 minutes
  • 1 long blast, 1 minute
  • 3, 2, 1 short blasts, at 30, 20, 10 seconds
  • 1 short blast, at 5, 4, 3, 2, 1 seconds
  • Start Signal: 1 long blast, Start

Individual Recalls: Individual recalls will be signaled verbally by a loud hailer only. This changes RRS 29.2. The Race Committee intends to hail the bow or sail numbers of the boats starting prematurely. Failure to make a hail or to hear a hail is not ground for redress.

General Recalls: General recalls will be signaled verbally by a loud hailer only. The next signal made shortly thereafter shall be the warning signal. This changes RRS 29.3.

I-Flag Rule: The I-flag may be invoked verbally by the Race Committee prior to the warning signal. No flag or visual signal will be used. This changes RRS 30.1. The Race Committee may attempt to hail the bow or sail numbers of boats OCS prior to the start. Failure to make a hail or to hear a hail is not ground for redress.

Capsizes: Each boat's obligation under fundamental rule 1.1 "Helping those in danger" specifically includes the following: whenever possible boats in the neighborhood of an overturned boat go the rescue of her crew. Boats going to the rescue must report their action to the IC fleet captain (or designee). The fleet captain will have the following priorities in awarding redress: place in race when assistance was rendered or if that position can not be established, the average of the day's scores. The skipper and crew of the capsized yacht may be taken ashore immediately at the discretion of the safety boat operator.

Withdrawing From A Race: Any boat withdrawing from a race, or leaving the racing area shall inform the Race Committee of her action whenever possible.

Protests: Protests shall be submitted in writing to the IC fleet captain (or designee) by 4:30 pm on the day of the incident. Protests will be heard immediately afterwards. If that is not practical, a hearing will be held at a later time to be determined by the IC fleet captain (or designee).

Series Format and Scoring: High point scoring will be used for daily and series scores as shown on the Annapolis IC website. Each racing day is scored as an individual series. Points for each daily series comprise the SSA IC Frostbite Series.
